A better palette in the painter

The control palette in the painter is a right pain. We frequently have more controls than can fit across it so it would be nice to have multiple rows. Additionally, it would be nice to have a separate palette for RootSchema-supplied controls and our own subclassed controls in a separate palette. Then, we could turn the RootSchema palette off (as it's good practise to subclass all controls).
Also, configuring the palette is a pain, but it's even more so if you have to dump and reload your schema as the user information isn't extracted - it would also be nice to be able to configure a default palette for the painter in the Administration so that all users on a project could have the same control palette.
