Language Translation Problem

Morning All,
Currently I have Support looking into this problem I'm having, but I was wondering if anyone out there has had this problem before.
I will start by saying this is happening in 4.2.2. Now that's out of the way here's the problem. I have a application that runs fine on Windows NT (English) but when I go to run it on Windows NT (Chinese) I have found a couple of screens where the controls just disappear. I have debugged them to see what location and who the parent of the control is and on the English system the parent is who I'd expect it to be but on the Chinese it's something totally different.
The way I have it set up is that when the form is loaded it loads the Chinese strings into the English version of the screens. (And yes I know about locales but because of the way the application was developed previously it is too time consuming to alter the application and since this isn't a problem in 5 I'm leaving as is.)
The heirarchy looks something like this:
- FormPropertySheet (FTSchema)
- FormPortPropertySheet (SetupSite)
- FormLocalPropertySheet (SetupSite)
- FormRemotePropertySheet (SetupSite)
FormPropertySheet is displaying correctly, but anything from there downwards isn't. I have managed through using locale (translating the form) managed to get the controls on FormLocalPropertySheet to appear, but I have tried the same with FormPortPropertySheet but they haven't turned up.
Does anyone have any ideas, as to what I can try.
