That is precisely the behaviour we see in our system when someone who doesn't have the appropriate language packs installed tries to look at our Chinese translatable strings. ie:
1. With the relevant language packs installed onto that Windows machine, you see the expected glyph elements rendered.
2. Without the relevant language pack installed onto that Windows machine, you see square boxes instead of the expected glyph elements.
Does the machine on which you're looking at the translatable strings have the appropriate language packs installed?
