You should use 6.3.12 as the target release to migrate to. It is now the only supported 6.3 release (until February 2015), and contains a consolidation of all fixes released during the lifetime of the 6.3 release.

Yes, in hindsight the cnGetTokens method should have required an array as input. But when this was written in the mid 1990s, the authors was an OO and JADE newbie himself. This can be done using the JadeConvertDb application. Use of this app is explained in detail in Chapter 4 of the JADE Runtime Application Guide (RuntimeApps.pdf).
